Savinho Agrees Personal Terms With Tottenham—but Manchester City’s Valuation Threatens to Block His Desired Transfer!
Savinho reportedly wants to leave Manchester City and join Tottenham Hotspur as soon as possible, but a substantial disagreement over his transfer fee threatens to block the move.
According to Fabrizio Romano, the 22-year-old winger has already agreed personal terms with Tottenham.
His preferred destination appears clear. Completing the transfer, however, depends on whether Spurs and Manchester City can overcome a valuation gap that Romano described as “pretty far apart.”
Savinho arrived at the Etihad in 2024 after an outstanding loan spell with Girona. His speed, dribbling and ability to create opportunities established him as one of European football’s most exciting young wide players.
His two seasons in Manchester produced moments of quality but not the consistent role he hoped to secure.
The Brazilian made only 24 appearances across all competitions during the 2025–26 campaign. Competition inside City’s crowded attacking group made it difficult for him to establish himself as an automatic starter.
The arrival of Enzo Maresca has not removed that obstacle.
Manchester City still possess several options in the wide attacking positions, reportedly convincing Savinho that leaving would offer the clearest path toward regular football and continued development.
Tottenham’s interest provides an attractive solution.
Savinho is understood to be particularly eager to work with Roberto De Zerbi. The manager’s expansive, possession-based approach and willingness to give attacking players creative freedom could suit the winger’s natural qualities.
Under De Zerbi, Savinho may believe he can recreate the confidence and influence he demonstrated at Girona.
His commitment to the move appears serious.
Reports suggest Savinho submitted a transfer request earlier in the summer. Agreeing personal terms with Tottenham further indicates that salary and contract details are unlikely to become major obstacles.
The dispute exists between the clubs.
Manchester City have Savinho under contract until 2031, giving them a strong negotiating position. They do not need to sell him because of an approaching contract expiration and have no intention of accepting less than their valuation simply because he wants to leave.
Tottenham must therefore decide how much they are willing to pay.
Increasing their offer could accelerate the transfer, but overpaying would reduce the funds available for other areas of De Zerbi’s squad. Waiting for City to compromise carries the risk that negotiations remain unresolved when the season begins.
City also face a difficult calculation.
Keeping Savinho would preserve valuable attacking depth, but retaining a player who has formally requested to leave could create frustration. If his playing time remains limited, his market value and relationship with the club might deteriorate.
Selling him would create financial flexibility.
City have already invested significant resources in signing Elliot Anderson. The proceeds from Savinho’s departure could allow sporting director Hugo Viana to strengthen other positions before the transfer window closes.
That potential benefit does not mean City will accept an inadequate offer.
The club must also consider the danger of strengthening a Premier League rival. If Savinho thrives under De Zerbi, Tottenham could gain an elite attacker whose best years remain ahead of him.
The approaching season adds urgency.
Manchester City are scheduled to begin their Premier League campaign against Bournemouth on August 23. Both Maresca and Savinho would benefit from knowing before that match whether the winger remains part of City’s plans.
For now, no agreement has been announced.
Savinho wants Tottenham, and Spurs appear ready to welcome him. City hold the contract and therefore control the conditions under which he can leave.
The player’s desire has created momentum, but desire alone cannot complete a transfer.
Unless Tottenham increase their offer or Manchester City soften their valuation, Savinho could begin the new season at the Etihad while still hoping for an exit
